Charles Perkins

Charles Perkins brings a 20+ year record of success in leading cross-functional teams to drive change throughout large, complex global organizations. He is a proven leader in process reengineering, organizational diagnosis, leadership development, business transformation, productivity improvements, and strategic planning and strategy implementation. He is equally experienced working with private industry and government agency clients with a proven talent for quickly adapting to diverse cultures.

Charles has advised the National Bank of Kuwait, where he served for two years as Senior Manager for Organization Development in the International Banking Group. There he led process analysis for a major international expansion of the third largest financial institution in the rapidly growing Middle East marketplace, with a staff of 15 deployed in change teams across Jordan, Saudi Arabia, Bahrain, Lebanon, Egypt and United Arab Emirates. He managed the development and implementation of a standard operating model across all branches. He also designed business processes and refined existing procedures, identified appropriate systems and tools, and provided training to team members.

Charles previously worked with the State Department in Iraq at the U.S. Embassy in Baghdad, where he was Organization Development Project Manager first for the Iraq Reconstruction Management Agency (IRMO) and later the Office of Legislative Statecraft (now CLA). There he advised on the re-organization and mission of the Iraqi Prime Minister's Office, including its policy unit, and of the Council of Ministers Secretariat, an 800-person government body whose role was to carry out the policies of cabinet ministers. Working with Iraqi government leaders and staff, he developed diagnostic tools and approaches to measure effectiveness, including qualitative data collection, surveys, metrics, scorecards and other quantitative tools. He developed and implemented needs assessments in the areas of organizational effectiveness and developed technical assistance solutions; and as project manager, he deployed, monitored and updated a change management plan and activities in concert with executive Iraqi leadership. He achieved the consolidation of 11 directorates and 41 offices into 8 directorates with 27 offices. He worked with Director Generals across the organization to identify and articulate performance management priorities. He reengineered 100+ Secretariat business processes using change and quality management methods that boosted productivity 85%. At each phase, he worked inside the Government of Iraq offices, side by side with Iraqi colleagues.

Charles is the Founder of a management consulting business whose clients included Fortune 500 corporations and government agencies. Perkins partnered with clients and led major operational change management, strategic planning and organizational effectiveness projects in both domestic and international markets. He managed and mentored a team of consultants, focused on maintaining strong client relationships at the senior executive levels. He is experienced in many change methods including PROSCI change management methodology and built a thriving organization development, strategy and change management practice.

Some of his domestic experience includes IT ERP implementations and change management in the Detroit Department of Planning and Development, the U.S. Department of Housing and Urban Development, and the City of Charlotte Neighborhood Development Division as well as leadership coaching at the Texaco Leadership Institute. He was also project leader in process reengineering for the Human Resources Change Unit following the merger of GTE and Bell Atlantic that resulted in Verizon.

Charles has a Master of Science Degree in Organization Development from American University, Washington DC, a Process Improvement Master Certification from Process Model in Park City Utah, he is certified in Facilitating and Managing Complex Systems Change and is a Six Sigma Greenbelt from Motorola University, Dubai, United Arab Emirates. Finally, he obtained the prestigious Hal Kellner Award for Excellence In Organization Development from the American University, National Training Laboratory in Washington DC.
